Facility security is not properly managed or not managed at all                
Security is the responsibility of the Port Facility Security Officer, the management of a company that operates the facility are not interested in security as long as the minimum legal standards are reached, the budget set and the Designated Authority satisfied
By managing security properly through a system of Security Management where not only the PFSO but manly the CEO, Managers and Directors have a shared responsibility, facility security would enhance significantly, resulting in less loss through security incidents, making the business more profitable.
